Electronic registration of student record and qualification

    In order to meet the demand of the reform of higher education, promote a healthy development and guarantee the quality of it, safeguard the solemnity of qualification certificates and the State higher education qualification mechanism, and protect the entitlements of diploma holders, the Ministry of Education decided to carry out, as from 2001, electronic registration of HEQC.

    The Ministry of Education entrusted CHESICC to take charge of the technical and day-to-day work involved in the electronic registration of HEQC, their approval, online inquiries and verifications.

    The electronic registration system for HEQC began in 2001. For students who have been enrolled through national exams, completed university program and achieved graduation requirements, their qualification certificates would be registered and filed, and their registered qualification certificates can be recognized by the country and be provided with inquiry service. The management of certificates has turned to information-based way from the traditional printed paper with anti-counterfeiting technology. By the end of 2001, the qualification certificates issued between 1991 and 2001 were electronically registered. From 2002, ID number and image information were added to the contents of certificates registration.

    In 2007, we implemented enrollment registration system. When new students reported for duty, their qualification of enrollment will be verified and registered.

    In 2008, we realized the registration of the school year of college students. If there are any changes, including suspension, returning to school, transferring and dropping out of school, these changes will all be recorded, thus the process management is realized.

    As a result, in 2010 we realized a real-time registration of certificates. In the past, there’s a lag of two months between certificates issuing and inquiry. Now, there’s no lag at all. Once the certificates are issued, they can be inquired and checked online, which meets the need of the public.

    Up to the end of 2011, the HEQC database has total 93.7 million pieces of registered qualification certificates since 1991. in recent two years, this number grows by nearly 10 million every year.

    The registration of student record and qualification covers all high education institutions and students, including postgraduates, undergraduates in universities and colleges, adult education, web education and self-taught examinations. Also, it includes all levels of program, from vocational program, bachelor program, master program to PHD program. Students can inquire their own information by their user name and password. People can also log on to the China Higher-education Student Information Website to verify the information with the certificate number and name provided by students.
